Actually I think the new thing has been you're suppose to drink half your body weight in ouces. So if I'm 110 I'm suppose to be drinking 55 oz of water a day. Sounds like a lot of water, but keep in mind that they don't expect that to be just (or all) water. Although water is the "best" things like soda are like 40% water I was told.

The way to tell if you're well hydrated is to watch the color of your urine. The lighter/clearer it is the better hydrated you are. Of course there are more obvious signs of dehydration like being thirsty, dry eyes, chapped lips, etc. If your urine looks like apple juice drink, drink, drink! Also keep in mind that the food you eat, fruit especially, has water in it.
The easiest way I've found is to measure out the amount you should be drinking a day. You could use a pitcher and fill it with the recommend ounces of water, or use a certain number of water bottles if you need something portable and drink from that all day long.

ETA: Don't drink a large amout of water at one time, spread it out through the day/night.

I was going to say 8 - 8oz glasses as well. Plus you do get water from other things you drink and eat through out the day. And another sign of dehydration is that slightly dizzy/off kilter feeling you get.

Recent studies have shown that the general rule of 8 8oz glasses has far less benefit than most expect, and that over-emphasis on water has de-salinization issues. See this article in the Scientific American. We get a lot of liquid from what we eat -- fruits and veggies in particular. More important than following a draconian number is to watch the quality of your liquid intake, adding cranberry juice and other bladder-healthy foods, as well as keeping in touch with dehydration symptoms like dry mouth, dense urine, or chapped lips.
